SAN PEDRO SULA - The Council of Ministers ordered this morning that the staff of the Ministry of Defence (Soldiers and the logistics of that agency) will now be available to the Ministry of Security to develop joint patrols where the latter deems appropriate.

The defense minister, Marlon Pascua, read the decree approved this morning by officers a few minutes ago at Government House.






Defense and Security will withdraw funds without limitation from the BCH (Honduran Central Bank)
TEGUCIGALPA - The National Congress yesterday approved an amendment to article 25 of the law of income and expenditure budget that will allow the Security and Defense ministries, to withdraw funds from the vaults of the Central Bank of Honduras (BCH), without limitation, when it involves defending the sovereignty and security of individuals.

The original article said that public sector agencies that maintain accounts at the Banco Central de Honduras (BCH) and that issue orders through trades or notes for cash withdrawal, will be met if they are duly justified and not must exceed 200 000 lempiras.

It also may not make more than two transactions per account per month, indicating in these documents the fate of the funds.

Checks issued by the General Treasury of the Republic more than 180 000 lempiras bear the stamp of non-negotiable and in no case must they be paid in cash by the National Banking System.

Congressman Rigoberto Chang Castillo proposed to reform by adding to that article that the Secretariats of Defence and Security are exempted from these provisions so that in cases of defense of sovereignty, they don't have to comply with the above provisions.

Security Vice Minister, Roberto Medina Luna, came to Congress to state that if there was no such reform, it was impossible to run several programs to combat crime such as those related to payments of rewards and purchase of equipment to attack enemies of society .
