Redes Europeas demandan a la UE el no reconocimiento de las elecciones en Honduras

Bruselas 4 de diciembre. Las plataformas europeas de la sociedad civil APRODEV, CIFCA, FIDH y Grupo SUR, enviaron ayer por la noche un mensaje de urgencia a la Comisión Europea y al Consejo de la UE en respuesta a la Declaración de la Presidencia sueca del 1 de diciembre, sobre la situación en Honduras después de las elecciones el 29 de noviembre y con miras a la próxima reunión del Consejo de Asuntos Generales y Relaciones Exteriores (CAGRE) del 8 de diciembre.

Las plataformas destacaron que no existieron el mínimo de condiciones para llevar a cabo un proceso electoral democráticamente libre, justo y transparente el 29 de noviembre en Honduras. Las elecciones se celebraron bajo un régimen de facto instalado a través de un golpe de Estado el 28 de junio de 2009, bajo un contexto plagado de violaciones graves y sistemáticas a los derechos humanos documentados por organizaciones e instituciones internacionales de derechos humanos.

En la carta las plataformas europeas demandan del Consejo:

·Rechazar y no reconocer las elecciones llevadas a cabo en Honduras el 29 de noviembre.

· Mantener la suspensión de la cooperación al desarrollo con el Estado de Honduras y ampliar los programas de cooperación directa con la sociedad civil, en particular con las organizaciones que trabajan temas de gobernabilidad y derechos humanos

· Recomendar a los estados miembros de la UE mantener y ampliar las restricciones de entrada a territorio europeo de representantes del gobierno de facto.

· Suspender o mantener la suspensión de cualquier tipo de apoyo técnico u otro al ejército o la policía hondureña.

· Mantenerse vigilante en cuanto a la situación de derechos humanos, sobre todo en relación con el derecho a la manifestación pacífica y a la libertad de prensa.

· Mantener la suspensión de las negociaciones del Acuerdo de Asociación con Centroamérica hasta que el orden constitucional sea restablecido.

. Condicionar cualquier restablecimiento de las relaciones con Honduras a:

o la implementación de un diálogo nacional inclusivo e integral que establezca acuerdos claros y verificables para el restablecimiento de la democracia.

o el establecimiento de un nuevo pacto social y político que permita la reconstrucción de las estructuras institucional del país.

European platforms urge the EU to not recognise the elections in Honduras

Brussels, December 4. Las night, the European civil society platforms APRODEV, CIFCA, FIDH and Grupo SUR sent an urgent message to the European Commission and to the Council of the EU in response to the Declaration by the Swedish Presidency on December 1 concerning the situation in Honduras after the elections on November 29, and in view of the upcoming meeting of the General Affairs and External Relations Council (GAERC) on December 8.

The platforms highlighted that the minimum conditions were not in place to carry out free, fair and transparent democratic elections on November 29 in Honduras. The elections were held under a de facto regime installed through a coup d'état on June 28, 2009, in a context plagued by serious and systematic human rights violations documented by international human rights organisations and institutions.

In their letter, the European platforms urge the Council of the European Union:

To reject and not recognize the elections carried out in Honduras on November 29.

To maintain the suspension of the European development cooperation with the Honduran government and increase the direct development cooperation to civil society, especially those working on governance and human rights issues.

To recommend to EU member states to continue and widen restrictions for the entry into the EU against representatives of the Honduran de facto government.

To suspend or maintain the suspension of any technical or otherwise support given to the Honduran Army and Police.

To remain vigilant concerning the human rights situation, especially with regards to the right to peaceful demonstration and freedom of the press.

To continue with the suspension of the negotiations of the Association Agreement with Central America until constitutional order has been restored.

To condition the reestablishment of any EU engagement with Honduras with:

the implementation of an inclusive and integrated national dialogue, which establishes clear and verifiable agreements for the return of democracy.

the establishment of a new social and political pact that allows rebuilding the institutional structures in the country.
